Harris voted for the 2017 Tax Cuts and Jobs Act. The Tax Policy Center found the top 1% received an average $61,090 benefit while the bottom 60% of households received under $500. He has also supported budget frameworks that reduce funding for Medicaid, SNAP, and housing assistance.
Harris co-chairs the bipartisan Bay Watershed Task Force and has secured Bay cleanup funding. His lifetime score from the League of Conservation Voters is 3%. He voted against the Inflation Reduction Act, which included the largest federal conservation investment in U.S. history.
Peninsula Regional Medical Center and smaller Shore facilities depend on Medicaid reimbursements. The One Big Beautiful Bill Harris voted for included approximately $800 billion in Medicaid reductions over ten years, according to the Congressional Budget Office.
